Simon Ferey

Simon recently joined the Ocean Frontier Institute at Dalhousie University in Halifax as the Ocean Affairs Expert for relations between France and Canada’s Atlantic Provinces. His role focuses on strengthening cooperation on maritime issues, with an emphasis on the blue economy, research and innovation, and ocean protection. He is working closely with the French diplomatic network in Canada including the French consulate general in Moncton.

Originally from Brittany, Simon holds a master’s degree in international relations from Laval University in Quebec City. His thesis examined the creation of marine protected areas on the high seas from an international law of the sea perspective, a topic now central to the UN High Seas Treaty (BBNJ) on biodiversity beyond national jurisdiction.

Simon’s professional background includes roles with the Government of Canada and the European Union. For over three years, he worked to deepen ties between Brittany and Quebec, connecting cities, entrepreneurs in ocean tech and smart mobility, universities, and cultural initiatives. His work at the Ocean Frontier Institute lies at the intersection of diplomacy, ocean governance, and international collaboration, working to integrate the Halifax ocean community and foster ties with France.
