About the program

Launched in 2018, the Centre for Ocean Literacy Collaboration (COLC, formerly the Canadian Ocean Literacy Coalition) is a living lab for high impact public ocean engagement.

In April 2024, COLC became an affiliated program of the Ocean Frontier Institute, led by Dalhousie University, serving as COLC's new administrative home.

As a living lab, COLC’s work is grounded in three dynamic, interconnected priority areas:

Research
We use public ocean perception research and impact measurement to study how people connect with the ocean and to help transform awareness into action.

Engagement
COLC helps people understand the ocean’s vital role in our lives, foster emotional connections to water, and support community-led pathways for action.

Leadership
We share insights from collaborative research and on-the-ground engagement through regional, national, and international leadership roles to strengthen coordinated, effective, and inclusive action.
