He leads OFI’s Government and Public Relations unit, developing and implementing strategy, plans, tactics, policies and procedures to support OFI government relations, public relations, and communications.
Mr. Foster has over 25 years of experience overseeing the planning and implementation of public information, public affairs and corporate communication strategies for regional and international organizations across the globe.
Over his career he has served in a civilian capacity with United Nations peacekeeping missions in Cambodia, Western Sahara and Kosovo. He established public information offices for international tribunals in Cambodia and The Netherlands and led a multiyear corporate communications rebranding effort for a global financial inclusion network covering over a hundred developing nations.
Prior to joining OFI, Mr. Foster was the Director of Corporate Communications for the Pacific Community (SPC), a regional development agency working across twenty-seven Pacific Island Countries and Territories.
Mr. Foster holds a Master in Mass Communications from the University of Leicester, UK
